The Hungarian and Czechoslovak governments have decided to construct one of the biggest dams ever made on the Danube, the border river. however opinions differ on how, worthwile the project really is. Shot over several years, the film analyses the economic and ecological implications of the project, as well as the rise of pressure groups until the end of 1988, when the House of Deputies met to discuss the issue.
