In the center of Lhasa the Bakhor Street is surrounding the Jokhang Monastery, not only secular, but also a religious center; the courtyard of the n°16 is the office of one of the four neighborhood committees of the Bakhor Street. The responsibility of this committee is to implement governmental policies, measures and directives. With the help of such basic units, the government at all levels manage the bakhor street as well as the whole society effectively. The film shows the activities of dBang-dus the leader of the office, those of the director for women affair, and those of the community policeman, throughout 1995.
