An attempt to analyse a communal riot between Hindus and Muslims in Hyderabad, a city where communal riots are endemic. The political manouvering that lay behind the September 1984 riots is highlighted in the film through long interviews with the leaders of two fundamentalist parties, one Hindu and the other Muslim. The film also brings out the complicity between these groups and national political parties, while exploring the socio-economic deprivation, unemployment and urban decay that characterises the old city of Hyderabad, once the proud seat of the richest man in the world, the Nizam of Hyderabad.
