This is a documentary film about children who end up in remand homes and reformatory schools. In this process they become “Prisoners of Circumstances” for the rest of their lives. The film questions the validity of the Bombay Children Act in the present day context. The film is based on a study conducted by a group of journalists in Bombay. It tries to emphasise the fact that the juvenile justice system has to be re-structured and separate methods to be adopted to treat juvenile delinquents and similar children in distress.
