Ercolano, a small town in the suburbs of Naples symbolises Southern-Italian-style reality together with its corruption, run-down public utilities and record unemployment level, especially among young people. Following the Mani pulite operation, many of the old political leaders were brought before the courts. In December 1995, Luisa Bossa was elected Mayor. The film, shot over 18 months, shows her determination to gradually restore law and order, her endeavours and the difficulties she comes up against: the population’s opposition and lack of understanding.
