Street hawkers and squatters are in conflict with Hong Kong’s colonial administration, which is faced with an influx of Chinese from the mainland. In this context, we see the difficult living conditions of two families struggling with a cumbersome bureaucracy with whose rules and jargon they are unfamiliar.
