In the Pieter Bann Centre in Utrecht, the set up of medical and psychological aid for some people with limited mental responsibility serving a sentence. After 8 weeks observation, the Centre’s report to the Court of Justice concluded in favour of necessary detention “at the Government’s pleasure” or medical care within hospital. This rather little known procedure has been followed by the film team throughout several weeks, which allows for an account with an “inside look”.
