The World Bank, much criticised and put into question, is a key institution for assuring the future of the developing countries. It is now having a very worrying time deciding what new strategies to adopt, especially as regards the African continent. One case in point is Uganda. The Bank is examining and taking action in the area of the nation’s military budget, invested to safeguard its independence, as well as the economic restructuring. The Bank privileges ultra-liberal policies as a way of solving the country’s crucial development problems and the state of its debt. The film follows James Wolfenson and his Washington-based teams, their colleagues at the IMF and the Ugandan president, Yoweri Museveni, together with his collaborators. It offers us the chance to take a look at how top-level decisions are made in the field.
