March 1989, local elections in Marseilles. The city is finally about to choose the successor to Gaston Defferre, whose death three years earlier was followed by a bitten power struggle. A journalist, who knows and loves the city, returns to cover this war of succession. And the people of Marseilles themselves, who have emigrated from Armenia, Algeria and other parts of the world, explain, how they too love the city, even if the city sometimes loves them less.
