Ogawa’s first independent film, Sea of Youth, was made in collaboration with a group of four correspondence students as they organised a committee to struggle to get equal rights in the national education system. The film gives voice to this marginalised youth and stands for the wave of emancipation struggles of the student movement in Japan in the mid- to late 1960s.
