Made for the government by two filmmakers close to avant-garde and activist cinema, the film uses close-ups of hands to connote the unemployed, and then the circuit of labour and money. The form itself gives the impression of a dynamic government that encourages freedom of expression. The screenings often ended with a lively discussion.
